Oman has introduced a new retirement savings framework aimed at improving retirement conditions for non-Omani employees. This framework will be implemented on July 19, 2027, and under it, employers are obligated to deposit 9% of the basic salary of each employee into the social fund.

Details of the New Framework

According to the new regulations, this national savings model will replace the traditional end-of-service gratuity for all subsequent employment periods. Investment returns and the principal deposits will be distributed legally within the framework of the social fund. This initiative is aimed at supporting social welfare and enhancing the financial security of non-Omani employees.

Management of Accrued Salaries Before the Effective Date

For accrued supervisory salaries before July 19, 2027, organizations can choose one of the following three options:

  • Retention by the Organization: The organization can retain the accrued amount and pay it at the time of termination of employment. This amount will be calculated based on the employee's basic salary at the time of exit.
  • Direct Payment: The accrued amount will be paid directly to the employee's bank account.
  • Transfer to the Social Fund: The accrued resources will be directly transferred to the individual's personal account in the social fund.

These options allow employers and employees to choose the best method for managing accrued salaries based on their circumstances.

Impacts and Consequences of Implementing the New Framework

The implementation of this new framework is not only beneficial for non-Omani employees but also helps employers manage their human resources more effectively by streamlining the retirement process. These changes could contribute to increased attraction of foreign labor and improvement of Oman's economic situation.

Given the global trend in social security and retirement, this initiative by Oman could serve as a model for other countries in the Gulf region and beyond. It is expected that this new framework will strengthen economic and social stability in Oman.
