The National Employment Program (NEP) in Oman has recently published the "Guide to Contract Procedures with Independent Employers in the Sultanate of Oman." This publication aims to implement Financial Circular No. (1) for the year 2026 from the Ministry of Finance and follows the decision of the Financial and Economic Committee of the Council of Ministers. This framework regulates the rules for granting specialized services and projects worth up to 5000 Omani Rials to non-employed Omani freelancers.
Contract Execution Framework
The guide creates a standard procedural framework for public sector entities in contracting with independent professionals. This guide includes operational rights and obligations as well as transparency standards designed to ensure the quality of services while expanding opportunities for qualified national talents.

Key components of this framework include:
- Scope and Tendering: These include the provision of services, project execution, and the supply of specialized products. Tenders will be listed on official government platforms, authorized freelancing channels, or official media.
- Contractual Missions: These require clear documentation of the credentials of the parties, official freelancing license numbers, scope of work, delivery timelines, payment schedules, data confidentiality, and intellectual property terms.
Service Execution and Delivery
This guide also emphasizes that freelancers must directly execute the awarded contracts and require prior authorization from the relevant entity for subcontracting. Documentation related to delivery and associated services must be finalized within the timelines specified in the contract or within seven working days after the contract's conclusion.
Additionally, the framework allows for milestone payments to be made based on verifiable assessment criteria and approval from the relevant entities.
This initiative contributes to broader national efforts to create an integrated freelancing ecosystem, optimize local content, and advance Oman 2040 goals for economic diversification.
