On Monday, Qatar Central Bank (QCB) and Euroclear announced a new collaboration aimed at creating an international settlement link for access to Qatar's government bonds and sukuk. This move will connect Qatar's domestic debt market to a broader base of global investors.
Facilitating Access for International Investors
This initiative provides international investors with secure and easy access to Qatar's domestic market through Euroclear's infrastructure. Additionally, by offering access to a wide and diverse pool of capital, it will help issuers attract more funding. This collaboration is expected to enhance liquidity, improve market efficiency, and deepen international investment flows into Qatar.

Role of Qatar Central Bank and Euroclear
Sheikh Ahmed bin Khalid bin Ahmed Al Thani, Deputy Governor of Qatar Central Bank, stated: "The continuous development of Qatar's government securities market reflects our commitment to creating a deeper, more efficient, and resilient capital market." He added: "These efforts will strengthen Qatar's position as an attractive investment destination connected to the international level."
Under the new agreement, investors worldwide will be able to settle Qatari riyal-denominated government bonds and sukuk through Euroclear Bank. Euroclear Bank will act as the central securities depository, while EDA, Qatar's central securities depository, will serve as the local investors' depository.
This initiative aligns with Qatar's third financial sector strategy and the National Development Strategy 2024-2030, aiming to develop an innovative and efficient capital market connected to the global level, supported by modern infrastructure and strong investor protection.
Valerie Aubin, CEO of Euroclear, commented: "This agreement will help simplify access to the market and enhance Qatar's attractiveness for international investors." She also added: "Euroclear is committed to advancing market development through reliable financial infrastructure and we are pleased to collaborate with Qatari partners to provide stronger access to global markets."
