The tripartite meeting of officials from China, Iran, and Oman was held in Beijing to discuss the new Muscat mediation initiative and strengthen bilateral relations among these countries. This meeting was formed following past failures of mediations by Pakistan and Qatar, highlighting the need for the activation of the Oman channel once again.
The Purpose of the Meeting and Oman's Role
An Asian source in Beijing stated that the main topic of the Sultan of Oman's visit was to explore the possibility of a new round of mediation between Tehran and Washington with economic and security guarantees from China. According to this source, Oman had previously been sidelined due to accusations of being too close to Tehran, but is now recognized once again as an active mediator in this process.
This source added that the failures of previous mediations were due to a decrease in trust and the activation of the 'Mecca Agreement' and efforts to separate the Yemen issue from the Iran topic. After this failure, the need to activate the Oman channel was raised again, a channel that also facilitated indirect negotiations between the U.S. and Iran in February 2026.
Details of the Negotiations and Agreements
At this meeting, the Iranian ambassador in Beijing, along with a delegation of Iranian officials, was present in the Great Hall of the People and held a separate meeting with Chinese officials before the meeting between the Sultan of Oman and the President of China. After the meeting of the two leaders, the Chinese Foreign Minister and the Omani Foreign Minister also participated in a tripartite meeting with the Iranian delegation. The purpose of this meeting was to discuss Oman's mediation proposal and China's guarantees.
According to received information, China and Oman agreed to encourage the U.S. and Iran to adopt peaceful solutions and emphasized the necessity of resuming safe and normal shipping in the Strait of Hormuz. The negotiations also addressed the areas of expanding bilateral cooperation in technology, innovation, artificial intelligence, renewable energies, conversion industries, logistics, digital trade, and food security.
During this visit, the Sultan of Oman emphasized his country's deep relations with China and stated that direct investment from Chinese companies in Oman has exceeded 33 billion yuan in recent years. He considered this trend as a sign of a unique transformation in the economic relations between the two countries and stressed the development of joint investment and the strengthening of knowledge-based and technology-driven industries.
At the end of this visit, the Sultan of Oman and the President of China witnessed the signing of a memorandum and 14 memorandums of understanding and cooperation protocols in the fields of investment, information exchange, science and technology, and artificial intelligence. Xi Jinping, the President of China, described the expansion of relations with Oman as a strategic choice and emphasized his country's support for resolving disputes through political and diplomatic means.
China also announced that it would send its special envoy to Iran, Oman, and Saudi Arabia to advance peace efforts and regional dialogue. This intensive diplomacy is aimed at reducing tensions in the West Asia and Africa region.
