Mohammad Eslami, the head of Iran's Atomic Energy Organization, was supposed to attend the International Atomic Energy Agency (IAEA) General Conference being held in Vienna. This annual conference provides an opportunity for member countries to discuss and exchange views on nuclear issues. However, the United States prevented the issuance of a waiver for Eslami's attendance, blocking his entry into Austria, which led to strong protests from Tehran.
Iran's Reaction to the Prevention of the Head of Atomic Energy's Attendance
The Iranian ambassador to the International Atomic Energy Agency stated at the conference: "The cancellation and the legal justifications presented for it indicate a political act and the formal advancement of politicization in this organization." These remarks reflect Iran's determination to condemn this action by the United States. Additionally, Iran's Foreign Ministry spokesman, Ismail Baqeri, emphasized that the United States pressured Austria into making this decision.

Political and Diplomatic Underpinnings
The United States did not request a waiver for Eslami's attendance due to the imposition of new sanctions under the United Nations Security Council's "snapback" mechanism against Iran. These sanctions, which were enacted following former President Donald Trump's withdrawal from the 2015 nuclear agreement, have been criticized by Iran and some of its allies, including Russia. These countries emphasize the illegitimacy of the reinstated sanctions.
The Austrian ambassador to the agency also pointed out that his country, as the host, submitted a waiver request for Eslami to the Security Council's sanctions committee, but this request was denied. He added: "Austria, although merely a host country, is obliged to adhere to international laws and consequently could not allow one of the Iranian delegation members to enter its territory."
U.S. spokesman Preston Wells Griffith III acknowledged that his country objected to this waiver request in New York, which is why it was denied. He also emphasized that "Eslami's presence would only create an opportunity for Iran to exploit the agency's processes as a propaganda platform and would undermine effective cooperation." These remarks indicate heightened tensions between Iran and the United States regarding nuclear issues.
