Ayatollah Sheikh Isa Qassim criticized the conditionality of religious activities on government permits in Bahrain and called for the immediate cancellation of these decisions. In a statement, he warned about the consequences of the decisions made in Bahrain that limit the implementation of Islamic Sharia rulings.
Limiting Religious Obligations
Ayatollah Qassim described these decisions as placing religious obligations under the control of official permission and called for an immediate and clear retreat from them. He stated that these decisions do not merely regulate certain religious activities but extend further to limit the performance of obligatory Sharia acts in such a way that their execution becomes contingent upon the approval of the authorities. This is considered an infringement on the right to religion and its rulings.

Condition of Religious Permits
The statement mentioned the requirement to obtain a two-year initial permit for performing certain religious duties, including preaching and speaking, after which a formal request for permission to continue these activities is also needed. Ayatollah Qassim viewed this action not as a privilege or recognition of the holders of these professions but as an attempt to establish the official institution's right to prevent them from fulfilling their duties after the expiration of the specified period.
He assessed these regulations as a clear contradiction to God's right, the rulings of the true religion of Islam, and the Holy Book, emphasizing that such actions undermine the independence of religious activities and the role of scholars and Islamic schools in fulfilling their religious responsibilities.
The leader of the Islamic Movement in Bahrain further called for a review and explicit and immediate cancellation of these decisions if they stemmed from ignorance of their consequences, warning that insisting on their implementation, when the truth and its destructive dimensions become clear, will lead to dangerous results.
In conclusion, he emphasized the dangers of submitting Sharia obligations to official decisions and stressed the necessity of resolving this issue in a manner that preserves the sanctity of Sharia rulings and prevents the limitation of what God has made obligatory.
