The Bank of Japan (BoJ) announced on Friday that inflation has reached its 2% target, a goal set over 13 years ago to pull the economy out of price stagnation. However, the bank decided to maintain the interest rate at 1.25%.

Confirmation of Long-Term Price Trends

The bank stated, "The CPI (Consumer Price Index) inflation rate has reached a level that is generally consistent with the price stability target of 2% and is expected to remain at this level." While core consumer inflation temporarily exceeded 2% in the early 2020s, this is the first time the Bank of Japan has confirmed that long-term price trends have achieved this target.

Future Interest Rate Outlook

The Bank of Japan decided to maintain interest rates in a vote that resulted in 8 to 1. This decision came after the Federal Reserve of the United States and the European Central Bank kept their interest rates unchanged this week. However, the Bank of Japan is expected to raise interest rates in December as inflationary pressures are increasing.

Successive Japanese governments have struggled for decades to escape price stagnation, a phenomenon that harms economic growth. The 2% target was set in 2013 when the Bank of Japan launched extensive monetary easing programs. Japan has seen sustained price increases since spring 2022, and the Bank of Japan began raising interest rates in March 2024 after a decade of ultra-loose monetary policy. Government data shows that core inflation rose to 2.1% in September from 1.7% in August.

The Bank of Japan warned that inflation excluding fresh food "is likely to reach a clearly higher level than 2%" due to rising oil costs, increasing semiconductor prices due to global demand for artificial intelligence, and a weakening yen.

Marcel Thieliant from Capital Economics said, "Further tightening seems very likely, and we expect the policy rate to reach 2% by the middle of next year. However, the risks are tilted towards further tightening thereafter."
