Friedrich Merz, the Chancellor of Germany, during a meeting with Volodymyr Zelensky, the President of Ukraine, in Berlin, stressed the necessity for Russia to demonstrate seriousness in the ceasefire and peace negotiations scheduled to take place next week in Abu Dhabi.
The Importance of Ceasefire Negotiations
Merz stated that the new round of negotiations between representatives of Ukraine, the United States, and Russia is a "step in the right direction" to help end the conflicts, emphasizing that European participation in this process is essential. He noted, "But I must also say that it is important for Russia to ultimately engage in serious negotiations regarding the ceasefire and the subsequent peace agreement. So far, I have seen no signs of this."

The negotiations in Abu Dhabi, scheduled for November 10 and 11, will be the first direct talks between Ukraine and Russia since February. Zelensky announced that this meeting will address security guarantees, an "energy ceasefire," and a ceasefire in the Black Sea to ensure food exports.
The Need for European Countries' Participation
Merz also emphasized the importance that any permanent agreement must include European countries, which have largely been sidelined in efforts led by representatives of former U.S. President Donald Trump, particularly Steve Bannon and Jared Kushner.
Merz referred to the upcoming meeting of G20 leaders in Miami in December, stating that Zelensky should also be present if Trump invites Russian President Vladimir Putin. He expressed, "In my view, it is completely unacceptable for third countries to discuss the future of Ukraine without Ukraine's participation."
Merz further stressed that these negotiations must seriously lead to the end of the conflicts. He clarified, "As a country that currently provides the most military assistance to Ukraine, we will continue our support. We do this for our own benefit, for the benefit of Europe, and for the benefit of a stable political order in Europe."
