The United States will host working-level negotiations between Ukraine and Russia on November 10 and 11 in Abu Dhabi. Steve Vitkoff, the U.S. Special Representative, announced that the aim of these negotiations is to end the ongoing war and ensure post-war security.

Topics of Negotiation

Steve Vitkoff stated in a statement that these negotiations will include topics such as post-war security arrangements, de-escalation, humanitarian efforts, and next steps toward a peace agreement. He also emphasized, "The United States, as a mediator in these negotiations, continues the efforts of President Trump to end the war."

Additional Meetings in Brussels

Vitkoff also announced meetings with representatives from France, Germany, the United Kingdom, the European Union, and NATO in Brussels. These meetings are aimed at discussing security guarantees for Ukraine and the post-war security structure in Europe. He added that the goal of these meetings will also be to explore economic opportunities to support the reconstruction of Ukraine.

This announcement comes as concerns grow about the potential for further Russian attacks on Ukraine's infrastructure. Ukrainian President Volodymyr Zelensky announced on Monday that Kyiv has received information indicating Moscow's preparations for a new and large-scale attack. Zelensky warned that Russia might exploit international attention on the U.S. midterm elections to escalate its attacks against Ukraine.

He also urged the United States and other international partners to increase pressure on Moscow, particularly targeting the country's oil and gas revenues. Zelensky emphasized, "We should not play with Russia's oil or gas revenues. We must apply pressure in such a way that Russia has no option but to end this war."

Alongside these developments, reports of cyberattacks on emergency alert systems in both countries have also emerged. These attacks include disruptions to Ukraine's air alert system and a separate cyberattack on Russia's Ministry of Emergency Situations.
