Marco Rubio, the U.S. Secretary of State, announced on Saturday that the international community is increasingly interested in facilitating a limited ceasefire in the Black Sea. This action is aimed at ensuring safe transportation of energy and grain between Russia and Ukraine.

Efforts to Facilitate Grain Transportation

Rubio stated at a press conference that the United States is considering proposals from Turkey and India to facilitate grain shipments, while the U.S. continues to emphasize the necessity of achieving a comprehensive agreement to end the war, which has now entered its fifth year.

The full-scale Russian invasion of Ukraine was a focal point at the two-day G20 Foreign Ministers' meeting. The meeting gained prominence due to the presence of Sergey Lavrov, the Russian Foreign Minister, who faced protests from European and Canadian leaders. They believed that inviting him could somehow normalize Russia's aggressive behavior.

Rubio and Anand's Positions on the Ukraine War

Rubio defended the invitation to Lavrov, stating that dialogue with Russia is inevitable for diplomatically ending the war, although he acknowledged that such an agreement is not on the near horizon. He also noted that the United States regularly communicates with Ukrainian leaders, although the Ukrainian Foreign Minister was not invited to this meeting.

Rubio said, "There is an increasing interest - if not a movement - for partial agreements such as halting attacks on grain-carrying ships and, in some cases, energy in the Black Sea. This threatens global food and energy security."

Anita Anand, the Canadian Foreign Minister, stated in an interview that she would not have chosen to invite Lavrov, but took the opportunity to confront him directly about Russia's full-scale invasion of Ukraine in February 2022. Anand stated that she explicitly pointed out to Lavrov the illegal aggressions of Russia and the targeting of Ukrainian ships in the Black Sea.

Anand also mentioned that she has discussed the implementation of a limited ceasefire in the Black Sea and the cessation of attacks on Ukraine's electrical infrastructure with Ukrainian Foreign Minister Andriy Sybiha and her counterpart from India. She emphasized that several mediators are calling for a type of ceasefire that focuses on strengthening food supply chains and ending attacks on Ukraine's energy infrastructure before winter.

She added, "These issues need to be addressed now, as Ukraine heads into winter." Anand noted that Canada has been engaged in specific and serious discussions about the Black Sea ceasefire since September.

Lavrov told reporters on Friday that Moscow's position on the Ukraine conflict has not changed, and Russia cannot accept Ukraine as a "military threat to the legitimate security interests of the Russian Federation."

Rubio urged G20 participants to cooperate in possible areas, stating, "Since we all face these challenges, we must work together to respond to them. The future of our nations depends on our willingness to understand that while our interests may not always align, we must always strive to cooperate where they do."

Rubio briefly discussed with Lavrov the opportunity for a meeting between Donald Trump, the President of the United States, and Vladimir Putin, the President of Russia, at the upcoming APEC summit and the G20 leaders' meeting in December. He stated that there is no firm commitment for Putin's attendance at the G20 meeting and did not rule out the possibility of Trump inviting Volodymyr Zelensky, the President of Ukraine.
