OpenAI announced in a report that it has identified and halted two cyber infiltration operations by Iran and Russia that were secretly using artificial intelligence tools to disseminate political propaganda. These operations involved creating fake identities as journalists and establishing a "think tank" to promote misinformation regarding Ukraine.
Details of the Iranian Infiltration Operation
In the Iranian infiltration operation, seven fake profiles posing as journalists from Western countries, including the United States, were created. These profiles were used to publish long-form articles in various global media outlets. OpenAI has stated that nearly 100 articles under the names of these profiles were published in about twelve online media.

The first identified article in this operation was published in July 2025, and the last one was printed in October 2026. Following the onset of the war between the U.S. and Iran earlier this year, the number of published articles has significantly increased. This operation also included generating comments on social media regarding topics related to the U.S.-Iran war.
Russian Infiltration Operation and Its Impact in Latin America
The Russian operation specifically utilized unsuspecting individuals in Latin America to launch a "think tank" under the name "Social Research Center" (SRC). The aim of this think tank was to conduct covert activities to undermine Ukraine's reputation in the region and influence local policies. OpenAI stated that evidence suggests that SRC staff in Latin America were unaware that they were working for a Russian group.
It appears that SRC primarily generated original content through its collaborating staff. This operation reflects the high complexity of efforts made to create fake identities that have been identified over the past two and a half years.
Given the capabilities of artificial intelligence and easy access to related tools, such actions can easily be used as a means to promote sophisticated propaganda against enemies on a large scale. This issue becomes particularly significant in the current context of rising global tensions.
