Iran has firmly emphasized its inflexibility in the nuclear program and stated that the Strait of Hormuz will remain closed until all of its conditions are met by the United States.
Iran's Proposed Agreements
According to Iran's proposal, the country is ready to reopen the strategically important Strait of Hormuz. In this regard, Iran has announced that within seven days, hostilities on all fronts will cease, and the United States must lift the naval blockade on Iranian ports, as well as release Iran's frozen assets and lift its oil sanctions. This proposal comes in the wake of escalating tensions in the Middle East after seven months of war between Iran and the United States.

Iran's Conditions and International Positions
In a press conference with reporters on the sidelines of the United Nations General Assembly, Masoud Pezeshkian, the President of Iran, expressed hope that an agreement with Washington to end the hostilities could be reached before the U.S. midterm elections on November 3. Iranian officials have stated that they will only be willing to engage in comprehensive negotiations regarding the nuclear program after their conditions are met by the United States.
However, an Iranian official clarified that Iran will not concede any points regarding its nuclear rights, including uranium enrichment and the transfer of enriched uranium abroad. Israel, the United States, and other Western countries have long accused Iran of seeking to acquire nuclear weapons, pointing to uranium enrichment up to 60 percent, which is far beyond civilian needs and closer to the 90 percent required for weapon production. Iran has consistently denied these allegations.
The International Atomic Energy Agency estimates that Iran had 440.9 kilograms of 60 percent enriched uranium at the time of the Israeli and U.S. attack on its nuclear facilities in June 2025. The status of this uranium stockpile after the attacks is unclear. Iranian officials have also stated that the country could agree to dilute its enriched uranium.
