Marco Rubio, the U.S. Secretary of State, arrived in India on Tuesday. This visit is his second official trip to the country this year, aimed at combining diplomacy and trade in Asia.

Discussions with Indian Officials

Before arriving in Mumbai, Rubio visited Uzbekistan, where he stressed the need to strengthen partnerships with Central Asian countries. He is now in Mumbai to meet with Subrahmanyam Jaishankar, the Indian Foreign Minister, as well as business leaders.

This American minister had also traveled to New Delhi and Kolkata in May, during which he met with Narendra Modi, the Prime Minister of India, and visited the Taj Mahal. However, it is planned that Modi will not meet with Rubio during this trip.

Trade and Diplomatic Challenges

Rubio is set to travel to Jamnagar, located in the state of Gujarat, known as the base of the Reliance Group, owned by Mukesh Ambani, one of the wealthiest individuals in the world. He will also lay a wreath in memory of the victims of the 2008 Mumbai attacks, which resulted in the deaths of 166 people.

Volodymyr Zelensky, the President of Ukraine, also spoke with Rubio on Tuesday, addressing issues related to the U.S. military satellite system that Ukraine uses and delays in missile deliveries. Zelensky expressed the need to restore Starlink/Starshield services and also mentioned the need for ballistic missiles to protect lives.

Rubio's trip comes as India and the United States are working to finalize a trade agreement, a topic that has always been a source of tension between the two countries. Rubio stated in Samarkand that Washington and New Delhi are "very close" to an agreement. However, it seems unlikely that a deal will be reached during this visit.

The tariff war that Donald Trump initiated last April has fueled tensions regarding India's imports of Russian oil and the warming relations between Washington and Pakistan, India's long-time rival. In response to questions about U.S. waivers for Russian oil imports, Rubio emphasized the need to consider several factors, stating, "You cannot disrupt the economies of other countries just because of one central issue."
