Sheikh Ghassoun Hilal Al Ali, the President of the Financial and Administrative Audit Bureau of Oman, today presented the 2025 annual report of the Bureau to Sultan Haitham bin Tariq. This report examines the results of the Bureau's activities in 2025, a year in which the Bureau dedicated all its resources and capabilities to achieve national goals and fulfill its responsibilities with the highest level of efficiency and professionalism.

Effective Collaborations and Commitment to Development Goals

The report emphasizes the Bureau's effective partnerships at institutional and social levels to support the path of sustainable development in the Sultanate of Oman. The Bureau also submitted copies of this report to the Council of Ministers, the State Council, and the Consultative Council, in accordance with Article (66) of the Constitution and Article (29) of the Financial and Administrative Audit Bureau Law.

This report addresses a wide range of issues arising from the Bureau's auditing activities, reflecting the execution of its mission and the exercise of its auditing powers over government units, institutions, investments, and audited companies. These actions were carried out based on the annual audit plan for 2025.

Prepared in Compliance with International Principles and Standards

The report was prepared in line with the goals of Oman Vision 2040 and relevant guidelines, adhering to the principles and standards of the International Organization of Supreme Audit Institutions (INTOSAI). These principles include completeness, clarity, conciseness, accuracy, and objectivity.

The auditing work was conducted based on an analysis of nature and risk, resulting in 194 operational audits along with 194 audit reports issued. The findings of this report were communicated to the relevant entities, which, in constructive collaboration and accountability, took actions to rectify audit observations and implement the Bureau's recommendations. Additionally, suspected cases of crimes were referred to the Public Prosecution for appropriate legal action.

Promoting Transparency and Combating Corruption

This report also addresses the Bureau's efforts in promoting transparency and combating corruption, providing statistics related to financial and administrative violations and the actions taken in response to them. The Bureau has also pursued the implementation of the United Nations Convention against Corruption (UNCAC) and participated in related meetings and conferences.

Furthermore, the report highlights the Bureau's efforts in monitoring the implementation of the National Integrity Promotion Program (2022–2030) and reviewing drafts of laws, regulations, and systems prepared by the audited entities. The Bureau has also organized several awareness-raising activities and educational programs and developed guidelines related to the protection of public resources and the promotion of integrity.

The annual report includes extensive auditing activities related to government units, including the audit of the government's final accounts for the year 2025, reviewing activities related to consumption tax, and assessing measures to combat tax evasion.

This report also evaluates the performance of entities, investments, and companies in various fields, including energy, mining, investment, the private sector, and public services. The findings of these audits, along with observations and recommendations from the Bureau, have been communicated to the relevant entities.

In line with strengthening social participation and based on the principle that the protection of public resources is the responsibility of all individuals, the Bureau handled 1,809 complaints and reports related to financial and administrative violations in 2025. These complaints were received through existing communication channels, and the Bureau reviewed and assessed 88% of them.

Finally, the report refers to the Bureau's key media and awareness initiatives designed to increase public awareness and promote a culture of integrity at institutional and social levels.
