The U.S. government, through an executive order signed by President Donald Trump, has exempted a 100 percent additional tariff on major buyers of Russian oil, providing immediate relief to India. This decision particularly allows Indian refineries greater flexibility in purchasing crude oil and reduces the risk of new trade penalties.
Details of Trump's Executive Order
On Friday, Trump signed a law known as the "Russia and Iran Sanctions Act," which exempted the tariffs. This executive order specifically suspends the 100 percent tariffs for five major countries importing Russian crude oil and natural gas that will resume purchases starting October 18.

However, experts believe that this relief is temporary and depends on global oil price conditions and future U.S. trade policies. According to a report from the Global Trade Research Initiative (GTRI), this decision provides temporary relief for India, but there is a possibility of renewed tariff pressure from Washington in future trade negotiations.
Challenges and Opportunities for India
R. Ramachandran, former refinery manager at Bharat Petroleum Corporation Limited (BPCL), emphasized that the immediate advantage for Indian oil companies lies more in the flexibility of crude oil supply rather than in refining margins. He explained that greater availability of crude oil could help refineries secure more economical sources. However, lower crude oil prices may be accompanied by a decrease in petrochemical product prices, which could impact refining margins.
The Chief Economist at CareEdge, Rajani Sinha, also highlighted the increasing importance of Russia for India in terms of sustainable oil supply, noting that Russia's share of India's oil imports has risen to over 30 percent in recent years.
Meanwhile, this exemption is expected to help reduce transportation costs and ease logistical constraints related to the shipment of Russian oil. Ramachandran stressed that if India and Russia can agree to continue transactions in rubles and rupees, it could have a positive impact on the value of the Indian rupee.
