The International Organization for Migration (IOM) has warned in a report that nearly the entire population of Gaza needs tents or essential aid for shelter as winter approaches. These needs have increased due to the occurrence of the El Niño weather phenomenon, which is expected to bring heavy rainfall. Currently, the resources required to provide shelter in Gaza are severely limited, a situation exacerbated by restrictions imposed by Israel.
Critical Situation in Gaza
According to the IOM report, nearly 2 million people in this region, which has been severely affected by the recent war with Israel, are in need of assistance. Amy Pope, the Director General of IOM, stated that only about 17% of the winter shelter needs have been met. She emphasized the necessity of ensuring safety and dignity for families who have suffered repeated displacements and heavy losses.

Challenges in Resource Provision
The IOM noted that some of the 8,600 emergency shelter kits, which include wood, nylon, and basic materials, have been prevented from entering Gaza by Israeli authorities. These kits have been classified as dual-use. Additionally, the organization has managed to bring some nylon and tents into Gaza, but this amount is by no means sufficient.
More than half of the tents and temporary shelters in Gaza need to be replaced as they are in poor condition. IOM also warned that due to war-related damages, buildings are in a dangerous state. In August, over 3,600 buildings were identified as hazardous and at risk of collapse, while approximately 1.8 million people live in displacement sites, most of which are located in flood-prone areas.
