A group of U.S. Democratic senators will introduce a proposal on Wednesday to sanction individuals who assist in facilitating Israel's colonial projects, including the "E1" project. This widely condemned project aims to establish a colonial plan in the West Bank that cuts off land needed by Palestinians to create their own independent state.

Increasing Tensions Between Democrats and the Israeli Government

The introduction of this proposal reflects rising tensions between Democrats in Congress and the Israeli government regarding how to manage the situation in the West Bank. Many members of this party, along with some Republican senators, are calling for restrictions on U.S. military aid to Israel due to the country's actions in the Gaza war.

Senator Chris Coons of Delaware, one of the main supporters of this proposal, emphasized: "As Palestinian civilians face a devastating campaign and fear from extremist settlers, the United States must send a strong message that this behavior is unacceptable and is committed to freedom, security, prosperity, and the right to self-determination for all Israelis and Palestinians."

Details of the Sanction Proposal

This proposal includes sanctions against foreign companies, individuals, or entities that the U.S. Department of the Treasury determines have played a role in the construction of any Israeli settlement or related structures in the E1 area. Additionally, individuals attempting to organize, lead, fund, or facilitate the transfer of Israeli civilians to settlements in this area will be sanctioned.

The E1 project, which specifically divides the occupied territories of the West Bank and cuts off its connection to East Jerusalem, was announced in August 2025 by Israeli Finance Minister Bezalel Smotrich. This project has faced widespread opposition from Western capitals and campaigning groups, as it may undermine a future peace agreement with the Palestinians and reduce the chances of achieving a two-state solution.

The majority of the international community considers Israeli settlements in the West Bank illegal, while Israel cites its historical and religious claims to the area and argues that these settlements provide strategic security.
