The U.S. Senate has passed a new amendment to the "Russia and Iran Sanctions Act" aimed at increasing economic pressure on Moscow to reduce its financial resources for military operations in Ukraine. This amendment, which was approved by the Senate on August 7, includes secondary tariffs of up to 100% on imported goods from five major buyers of Russian oil and natural gas.
Details of the Amendment and Its Consequences
This amendment particularly exposes India and China, which are among the largest buyers of Russian crude oil, to heavy trade tariffs. This action is intended to increase economic pressure on Russia and reduce its ability to finance its military operations in Ukraine. Under this amendment, the President of the United States is required to raise tariff rates on imported goods from countries recognized as major buyers of Russian oil by up to 100% within 30 days of the law's passage.

Secondary Tariffs and Impact on Trade Relations
According to Section 113 of this amendment, countries that have predominantly purchased Russian oil and natural gas after the law's enactment will be subject to these tariffs. India, which is currently one of the largest buyers of Russian seaborne crude oil, will be directly affected by this amendment. This section also notes that any tariffs imposed under this law will be in addition to any other tariffs, taxes, or fees that may apply to similar goods.
This amendment also grants the U.S. Trade Representative the authority to adjust the tariff rates between zero and 100% if a country takes meaningful actions to reduce imports of Russian oil and gas. However, no exceptions have been made for major crude oil buyers.
Furthermore, this amendment includes financial sanctions and restrictions on Russian leaders and financial entities. The new sanctions involve freezing assets and visa cancellations for senior officials, including the President and Defense Minister of Russia. Additionally, entities supplying items such as CNC tools and advanced sensors to Russia's defense industry will also be subject to these sanctions.
Given these circumstances, this amendment will have profound effects on trade relations between the United States and major buyers of Russian oil and may lead to changes in global trade and economic patterns.
