O-GREEN's Mawarid Turbine Limited SPC, the developer of the first and only wind turbine manufacturing plant in the Gulf Cooperation Council countries, and the Shanghai Electric Group have signed a comprehensive agreement for cooperation in wind energy technology, industrial development, turbine supply, and technical services.
Strengthening Oman's Wind Energy Capabilities
This agreement establishes a long-term strategic framework to enhance Oman's wind energy capabilities and support its development as a regional hub for wind energy technology, manufacturing, and services. Collaborations will focus on research and development, technology transfer, wind turbine assembly, operations and maintenance, and the development of specialized Omani expertise.
The main center of this cooperation is the Mawarid wind turbine manufacturing plant, which is currently being developed in the Duqm Special Economic Zone. This plant, as the first wind turbine manufacturing facility in the Gulf Cooperation Council, will play a key role in localizing technology, industrial development, and building specialized technical capabilities in Oman.
Developing Omani Workforce
A new group of 71 young Omanis traveled to China on November 1, 2026, to receive specialized industrial training in wind turbine manufacturing. This trip is part of O-GREEN's efforts to develop the national workforce at the wind turbine manufacturing plant in Duqm. After completing two months of basic training at the National University of Science and Technology in Muscat, they will now gain practical experience in wind turbine manufacturing processes, technical operations, quality standards, and industrial safety.
Their training is part of an 11-month program that started in August 2026, preparing them for technical and engineering roles at the Mawarid turbine manufacturing plant. These 71 individuals represent the second group of the O-GREEN employment training program implemented through Mawarid Turbine. So far, over 114 Omanis have been selected through the national localization platform.
The first group began their 11-month training course in February 2026, starting with basic training at the National University of Science and Technology in Muscat and then continuing with industrial practical training in China in collaboration with Shanghai Electric Group and Shanghai FRP. They will gain experience in real production lines and specialize in the production of wind turbine blades and the assembly of nacelles and hubs.
Creating Sustainable Job Opportunities
This initiative is based on an agreement signed in April 2025 between Mawarid Turbine, the Ministry of Labor, and the Public Services Regulatory Authority, aimed at developing national capabilities, transferring technical expertise, and supporting local content objectives in the renewable energy sector.
Under the employment training program, all students will be appointed to permanent positions upon completion of their training. They will return to Oman with specialized industrial knowledge and practical experience to contribute to the development and operation of the Mawarid turbine manufacturing plant in Duqm.
This program not only helps create skilled job opportunities but also nurtures a new generation of Omani industrial professionals who return to their homeland with international knowledge, building national manufacturing capabilities. Ultimately, this enables experienced Omanis to pass their knowledge on to future generations.
As a key pillar of the Mawarid turbine project, this program links industrial investment with human capital development and supports the localization of renewable energy technologies and Oman's goal for knowledge-based economic development under Oman Vision 2040.
Mustafa Al-Hinai, CEO of O-GREEN, stated: "Oman's goal in wind energy goes beyond project development. It includes building technical expertise, industrial capabilities, and a skilled workforce to support this industry in the long term. Our collaboration with Shanghai Electric Group represents this goal."
He added: "Our aim is to maximize the local economic value of the wind energy sector by developing national talents, empowering Omani businesses, and building sustainable industrial and technical capabilities, which will contribute to strengthening this sector's share in the national economy and supporting its long-term growth."
