Hosseini Mousavian, a former diplomat of the Islamic Republic and its former ambassador to Germany, has requested Berlin to take the lead in reducing tensions between Tehran and Washington and establishing a collective security system in the Persian Gulf. In this note, he has painted a threatening picture of U.S. policies and called on Europe to play a more independent role.
Change in U.S. Strategy and the Need for Mediation
Mousavian claims in this note, published in a magazine, that the Trump administration's strategy towards Europe has changed and that Washington is seeking to expand its control over energy resources and their transit routes, including the Strait of Hormuz. He refers to the distancing of the U.S. from Europe with the phrase, "the child of Europe is now separating from its mother."

Mousavian's proposed version includes Germany returning to mediation; he suggested that Germany help end the hostility between the Islamic Republic and the U.S., establish a cooperation mechanism among the eight coastal countries of the Persian Gulf, support a two-state solution for Israel and Palestine, and expand energy cooperation between Europe and the regional countries.
Proposal for Negotiation and Tehran's Options
Furthermore, Mousavian has suggested that Tehran welcome J.D. Vance for negotiations and has introduced negotiation options, namely Mohammad Baqer Qalibaf or Mohsen Rezaei. He has called for the swift initiation of talks and conveys his understanding of reports from American media that Vance's letter to Rezaei focuses on direct and immediate negotiations between senior officials of the two countries.
In defense of this proposal, Mousavian describes Vance as an opponent of war with Iran and a key figure in achieving the "Islamabad Agreement," and has referred to the Vice President as "a symbol of the moderate rationalists of the American Republicans and the MAGA movement." This former diplomat emphasized that if there is an opportunity to end the ongoing war and crisis, the best negotiation combination is Vance against Qalibaf or Mohsen Rezaei.
Mousavian's proposal once again places the Islamic Republic in front of the question of choosing between negotiation and continuing the crisis; will Tehran decide to seize the diplomatic opportunity or will it continue to defer the response to review and conditions?
