Kuwait has formed its Supreme Committee on Climate Change to review the proposed national position at the 31st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP31). This committee also discussed the draft of Kuwait's third national commitment (NDC), which sets targets for emission reductions from 2025 to 2035.
Holding a Meeting of the Supreme Committee on Climate Change
Dr. Reem Al-Falahy, Minister of Development and Sustainability, chaired the third meeting of the committee in 2026 on Wednesday. This meeting was held to follow up on national preparations for the COP31 conference, which will take place from November 9 to 20 in Antalya, Turkey. The committee reviewed Kuwait's proposed position on key issues in negotiation pathways, whether within the framework of the Convention, the Kyoto Protocol, or the Paris Agreement. The aim is to formulate a position that reflects national priorities and interests and strengthens Kuwait's active presence and participation in climate negotiations.
Integrated and Institutional Approach to Climate Actions
Dr. Al-Falahy announced on Thursday that Kuwait is seeking an institutional and integrated approach to climate actions. She added that this approach is based on coordinating national efforts, clarifying priorities, and linking international climate commitments to the country's development programs and projects. This will ensure that Kuwait's participation in COP31 reflects national interests and supports sustainable development.
The committee was also informed of the positions of regional blocs and negotiating groups during the last consultative meeting between the conference presidency and the parties to the Convention. This presentation included discussions on the agenda of COP31, priority issues, and expectations from the conference outcomes.
Committee members reviewed the draft of the third NDC and discussed the targets and commitments for emission reductions for the years 2025 to 2035. They also reviewed the methodology for calculating expected reductions from planned projects and initiatives in various sectors to improve measurement accuracy and monitoring, linking the targets to the country's implementation programs and projects.
Dr. Al-Falahy emphasized that preparing the third NDC is an important step in developing climate actions in Kuwait. She stated that this document will be based on measurable targets, specific projects, and clear methodologies for calculating emission reductions, which will ensure more effective implementation and monitoring and turn international commitments into practical national actions.
This meeting is part of efforts to strengthen climate governance, coordinate the work of national institutions, and integrate Kuwait's positions on priority climate issues. These efforts also contribute to building national consensus on the NDC and enhancing Kuwait's capacity to meet international commitments, achieve environmental goals, and institutionalize sustainable development in national policies, programs, and projects.
