Kuwait on Friday, at the Second Committee (Economic and Financial) of the UN General Assembly, emphasized the permanent sovereignty of the Palestinian people over natural resources and stressed the need for Israel to adhere to its obligations under international law. The country called for an end to the occupation and the establishment of an independent Palestinian state based on the borders of June 4, 1967, with East Jerusalem as its capital.
Emphasis on Gaza Reconstruction and Human Rights
Kuwaiti diplomat, Dalar Sharar, in his statement at this session, while highlighting the importance of reconstructing the Gaza Strip, emphasized that this action cannot replace the end of occupation and the establishment of an independent Palestinian state. He called for strengthening the ceasefire in Gaza and ensuring unhindered access to humanitarian aid in the region. He also stressed the importance of implementing the mission of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) and called for the reconstruction and recovery process to be led and owned by Palestinians, in accordance with Security Council Resolution 2803 of the United Nations in 2025.

Criticism of Israel's Illegal Actions
Sharar also criticized the expansion of settlements, land confiscation, and the violence of settlers in the West Bank, including East Jerusalem. He deemed these illegal actions contrary to the establishment of an acceptable Palestinian state and noted that these actions violate Security Council Resolution 2334 of 2016. He called for the release of suspended Palestinian revenues to ensure the continuation of essential services and cited a report from the United Nations Economic and Social Commission for Western Asia (ESCWA), stating that withholding these revenues undermines development and denies Palestinians their right to autonomy and sovereignty over their resources.
Arab Sovereignty over Natural Resources in the Occupied Golan
Regarding the occupied Syrian Golan, Sharar emphasized the sovereignty of the Arab population over their natural resources and rejected any exploitation of these resources by the occupiers, calling for adherence to Security Council Resolution 497 of 1981 and the 1974 disengagement agreement. He also stressed the need to respect Syria's sovereignty, unity, territorial integrity, and regional security, and emphasized the necessity of Israel adhering to the advisory opinions of the International Court of Justice in 2024 and 2025. Sharar also praised the work of the ESCWA in documenting the economic and social impacts of occupation on Palestinians and the Arab population of the occupied Golan.
