Mahmoud Abbas, President of Palestine, in a recent move, canceled the legislative elections that were supposed to take place in November due to the worsening conditions in the Palestinian territories. Additionally, a new date for the simultaneous presidential and legislative elections has been set, announced as September 11, 2027.

Reasons for Canceling the Elections

Abbas pointed to obstacles caused by Israeli actions that have impacted the holding of elections on the scheduled date in his decree. He stated that for free, fair, and inclusive elections to take place, appropriate political, security, and field conditions must be established. In this context, Palestinians in Jerusalem, the West Bank, and Gaza have been urged to participate in the elections.

Given the history of non-holding elections in Palestine, this decision has raised serious concerns. The last legislative and presidential elections were held in 2005-2006, after which Hamas took control of Gaza and sidelined Abbas's loyalists from power.

Challenges Ahead for Holding Elections

The President's decree clearly refers to challenges such as Israeli military attacks, the expansion of settlements, settler violence, and movement restrictions in the West Bank, including East Jerusalem. These factors, along with the non-transfer of Palestinian tax revenues by Israel, have posed serious challenges to holding timely elections.

In Gaza, the decree refers to exceptional security and humanitarian conditions. Additionally, the lack of progress in reconstruction and the failure to implement necessary arrangements for the deployment of international stabilization forces and police have further complicated the holding of elections.

Israeli restrictions on the access of election commission staff and international observers to Gaza and East Jerusalem have also made the election preparation process more difficult. The decision to postpone the elections was made following the approval of a resolution by the Executive Committee of the Palestine Liberation Organization and consultations with Palestinian groups and political forces.

This action was also aimed at creating sufficient time for comprehensive national dialogue among Palestinians to strengthen unity and address the challenges facing the electoral process.
