Volodymyr Zelensky, the President of Ukraine, announced that Ukrainian, Russian, and American negotiators have agreed to hold a technical meeting in early November in Abu Dhabi. Zelensky expressed hope that this meeting would lead to a gathering of the leadership of the relevant countries.
History of Negotiations and Its Importance
Zelensky, in a conversation with the Hudson Institute via video link, referred to ongoing negotiations with American representatives Jared Kushner and Steve Witkoff, following their meeting with Vladimir Putin, the President of Russia, earlier this week. He emphasized that any peace agreement requires strong security guarantees for Ukraine and ten years of funding to maintain the Ukrainian army.

Zelensky stated, "The plan is to meet in the first half of November, and of course as soon as possible," adding, "A lot depends on Russia," and noted that a similar meeting expected to take place this month did not materialize.
The Importance of Diplomatic Efforts and Challenges
The President of Ukraine emphasized the importance of continuing diplomatic efforts to achieve a ceasefire and end the war, which has now entered its fifth year. He also noted that Europe should be present in the discussions.
Zelensky also reminded that the Ukrainian army is still struggling with access to Starlink communication systems, and despite American assurances to lift speed restrictions, these restrictions remain in place. He said, "Speed restrictions on Starlink and Starshield still exist, and the speed has not returned to normal." These statements contradict the statement made by former U.S. President Donald Trump, who claimed that services had been fully restored.
Zelensky also stated that Ukraine is awaiting a shipment of air defense systems that had previously been agreed upon, complicating Ukraine's defensive efforts against the widespread daily attacks from Russian drones and missiles.
