On October 26, 2023, the New York City Council voted to ban horse-drawn carriages in Central Park, which has been recognized as a popular tourism tradition. This action ends a heated debate that has lasted nearly two decades. Zehrān Mamdani, the Mayor of New York City, who must now turn this resolution into law, has previously supported the ban but has also expressed concerns about protecting workers in this industry.

Impact on Jobs and Employment

If signed by the mayor, this ban will take effect in June 2028. The limited time frame for the law's implementation is intended to assist around 150 active carriage drivers in finding new jobs. Julie Menin, the Chair of the New York City Council, told reporters, "This action allows us to help drivers transition to new jobs more easily." The Transport Workers Union, which represents the drivers, has announced that it will go to court.

Criticism and Support

Critics of this tourism tradition argue that these animals are at risk and point to fatal accidents and dangerous escapes. In contrast, supporters of the measure emphasize job creation and the cultural heritage that these carriages provide. Menin also noted that the bill includes a provision to explore the possibility of compensating license holders. Additionally, owners of about 200 horses in this industry are prohibited from selling them for slaughter or to other horse-drawn carriage businesses.

These carriages have been depicted in films such as "Barefoot in the Park" starring Robert Redford and Jane Fonda, with a ride costing $150 for 45 minutes and several hundred dollars for a marriage proposal.

After years of debate, last summer was recognized as a decisive season. In June, an 18-year-old tourist from India was killed due to a horse's escape, following a series of other incidents related to carriages, including the deaths of several horses.

The Central Park Conservancy, which manages the most visited urban park in the United States with 42 million annual visits, has also supported calls for a ban, stating that this issue has become a matter of public health and safety.
