Oman's Ministry of Health has specified medical screening procedures and the issuance of certificates for individuals intending to marry outside of Oman. This regulation has been implemented under Royal Decree 111/2025 and applies to all individuals who wish to marry an Omani citizen or a foreign national.
Pre-Marriage Medical Screening Requirements
According to this guideline, both parties must undergo pre-marriage medical screening before entering into a marriage contract. This screening must be conducted in accordance with the procedures established by the Ministry of Health, and these requirements are valid even if the tests are conducted outside of Oman.
Individuals screened outside of Oman are required to conduct all laboratory tests specified by the Ministry of Health at a reputable healthcare institution in the respective country. The test results must be verified by the healthcare institution that conducted the tests, the relevant health authorities in that country, and the Ministry of Foreign Affairs of Oman.
Process for Obtaining Screening Certificate
To obtain a pre-marriage screening certificate, applicants must visit a government health institution approved by Oman's Ministry of Health. This institution will verify and register the test results and provide pre-marriage medical counseling.
The Ministry of Health of Oman has stated that these arrangements will remain in place until the activation of pre-marriage screening services on the electronic health platform. The ministry has also published a list of 40 approved government health institutions across 11 governorates in Oman where results of tests issued from abroad can be verified and registered.
These measures aim to ensure the accuracy and validity of pre-marriage screening results obtained abroad and the issuance of appropriate certificates in Oman. The Ministry of Health of Oman seeks to prevent future health and medical issues and provide a safe environment for Omani citizens to marry.
