Antonio Guterres, the Secretary-General of the United Nations, in his final speech at the General Assembly of this organization, emphasized the importance of regulating artificial intelligence and ending wars. He also referred to the necessity of focusing on climate change and reforming UN institutions that are facing global challenges.

The Need for Global Oversight of AI

Guterres, while emphasizing the need for global oversight of the risks of artificial intelligence, referred to a gathering of AI leaders at the UN Security Council. He said, "Countries that are leading this technological revolution must share information about new safety risks and collaborate on testing and evaluation."

The Secretary-General also called for the establishment of a multilateral AI risk management framework that would be subject to independent and credible oversight. This request comes as U.S. Treasury Secretary Scott Basant announced Washington's proposal to create a safety information mechanism for AI this week.

Call for Two Solutions to Global Crises

Regarding global crises, Guterres referred to the meeting of global leaders in New York and criticized the absence of some leaders, including Chinese President Xi Jinping. In this speech, he emphasized the need to reach a two-state solution for the Israel-Palestine conflicts and stated, "Polluters must pay for climate change."

Guterres also mentioned the crises in the Middle East and their impacts on shipping and international realities, calling for "de-escalation and dialogue." He said, "We must send a clear message from here: wars must stop, and humanitarian aid must flow freely."

At the end of his speech, Guterres bid farewell to the global leaders he has worked with over the past decade and expressed hope that he would continue to uphold the values of the UN Charter. He said, "Wherever I am, I will continue to promote the belief that peace is possible."
