Marco Rubio, the U.S. Secretary of State, traveled to Uzbekistan on Sunday and is set to meet with the leaders of the C5+1 member countries. This group includes the United States and the post-Soviet Muslim countries of Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan, and Turkmenistan. This trip occurs amid ongoing tensions in the Middle East, the Iran war, and Saudi Arabia's conflicts with the Houthis, while U.S. relations with Ukraine have faced challenges due to various issues.
Attention to Central Asia
U.S. officials have consistently described Central Asia, a resource-rich region located between China, Russia, and Iran, as a region of greater importance than it received during Donald Trump's presidency. Rubio's trip to this area is somewhat of a continuation of a new pattern where he typically visits less newsworthy regions while more complex foreign policy issues are handed off to other officials. For example, Rubio has not traveled to Kyiv or Moscow since his appointment as Secretary of State.

Questions About Sanctions
A Central Asian diplomat who requested anonymity stated that officials in the region are examining how far the United States will continue to target evasion of Russian sanctions. All C5 countries, while moving closer to the United States, have deep historical ties with Moscow, and the region is recognized as a route for Russian imports and exports that violate U.S. and EU sanctions laws. In the past, the U.S. has pressured these countries to exert more control over these illegal flows.
However, in a recent agreement, Trump has reached a deal with Moscow for the import of Russian diesel fuel. This move is aimed at lowering domestic fuel prices ahead of the midterm congressional elections. Trump has also revoked all legal provisions that allowed him to impose heavy tariffs on certain countries that purchase large amounts of Russian crude oil. Countries like India and Kazakhstan that may be affected are in the spotlight.
After Uzbekistan, Rubio will travel to India and meet with business leaders in Mumbai and Jamnagar, including Mukesh Ambani, chairman of Reliance Industries. Ambani recently attracted the Trump administration's attention by supporting a new refinery in Texas. Rubio's previous trip to India also took place five months ago.
