Oman, as a leading country in the fight against human trafficking, has been praised in a report from the U.S. Department of State for its ongoing efforts to protect individuals, promote human dignity, advance justice, and safeguard human rights.

Strengthening Laws and Supporting Victims

The report highlights Oman's efforts to strengthen laws, support victims, improve law enforcement, and increase preventive initiatives and public awareness. The Human Trafficking Law, enacted in 2025, has reinforced the legal framework, increased penalties, expanded the scope of crimes related to exploitation, and introduced regulations to protect victims and uphold their rights.

The report also mentions efforts to identify victims and refer them to care centers, where they can benefit from shelter services, food, medical treatment, legal counseling, and financial support. Foreign victims may also receive legal options for residency and employment.

International Cooperation and Preventive Measures

Specialized human trafficking units in the Royal Oman Police and the Public Prosecution handle related cases, and these activities are supported by training law enforcement personnel and cooperating with other countries. The report refers to the implementation of a national anti-human trafficking program from 2024 to 2026 by the National Committee for Combating Human Trafficking. This program includes targeted public awareness initiatives for vulnerable groups, improved reporting channels, and a dedicated hotline for human trafficking-related crimes.

Additionally, the report mentions regulations issued by the Ministry of Labor in October 2025 to provide greater protections for domestic workers, as well as efforts to improve cooperation with labor-sending countries through memoranda of understanding, executive programs, and bilateral agreements.
